In 2023, Oxford Consulting Partners led the strategic evaluation of Finland’s climate finance for the period 2016-2022. This was in the context of criticism from civil society and the National Audit Office around the lack of a clear prioritisation and accountability framework for approximately Euro 600m that had been committed over the period. Using a range of approaches (senior interviews, portfolio analysis, country case studies, external benchmarking), we reviewed the efficiency, effectiveness and impact of the portfolio, developing an integrated strategy framework and providing options for future allocation strategy.
