Matthew Savage is the director of Oxford Consulting Partners, bringing more than 25 years experience in climate action. He is an international development economist and policy expert, specializing in the design, appraisal, and evaluation of international climate finance programming.

Matthew previously held positions at the World Bank and UK Government developing their climate finance offer. He has led the design and appraisal of more than $3 billion of climate finance programming, providing strategy and evaluation support for leading global climate funds and donors (both government and philanthropic).

He has worked on climate and sustainable energy programming in more than 40 countries, including across Africa, Asia, Latin America and Eastern Europe.

He brings an in-depth knowledge of the climate finance value chain (including policy development, fund design, technical assistance, transaction advisory support, and evaluation).

Matthew is the author of more than 40 reports on climate policy and finance. He holds higher degrees from the University of Oxford and the Netherlands Business School.
