In 2023, Oxford Consulting Partners, in association with ICF, led the strategic evaluation of Power Africa. OCP was responsible for the review of the East Africa program (EAEP), one of the four regional and thematic sub-programs. We conducted a strategic review, assessed results against expected targets, assessed progress towards transformational change and provided advisory for the next phase. The evaluation involved interviews with more than 70 key stakeholders as well as political economy analysis and market impact assessment, given the region’s complex politics and challenges in regional power grid integration.
